This verse is taken from:
2 Samuel 23. 1-7
In his last recorded words, David recalled a message from the God of Israel. It stressed the responsibility of those in authority v. 3, the blessing that good government brings v. 4, and the horrors of a corrupt regime, v. 6-7. Righteousness and the fear of God should influence every decision of government. In typically poetic mode, David described how such a godly administration would be as welcome as the dawn, and as valuable as the warm sunshine on the rain soaked turf.
Sadly, as with every human organization, his own government did not achieve that ideal, v. 5. His reign was blighted by the misbehaviour and rebellion of family members. Rivalries between generals and the disloyalty of an eminent advisor aggravated his grief. His own misconduct brought him low. Thus there is only one who truly will be as the light of the morning, the one of whom the prophet says, ‘Behold, a king shall reign in righteousness’, Isa. 32.1. What a day for the world, when ‘the Sun of righteousness (shall) arise with healing in his wings’, Mal. 4. 2! The light of the morning will dispel the gloom of the dark night of tribulation. Universal conflict will be replaced by peace. Famine and rationing will give way to prosperity. The brutal regime of the Beast will be substituted by the benevolent yet disciplined administration of the King of kings.

Upon the fruitful earth:
And love, joy, hope, like flowers,
Spring in His path to birth’ [James Montgomery].
In a practical way, we prove Him to be the light of the morning. Weeping may come to lodge for the night, but ‘joy cometh in the morning’ when the light of the morning dawns, Ps. 30. 5. He draws near to dry the tears, and give a song. The dense moral and spiritual night of this age still runs its course, but ‘the night is far spent, the day is at hand’, Rom. 13.12. The light of the morning will signal our translation to glory. Ultimately, the dark night of human history will be over, and the light of the morning will usher in an unending day of which Scripture says, ‘there shall be no night there’, Rev. 22. 5.
